The global changes caused by the broad influence of digital technologies have accelerated significantly
during the COVID-19 pandemic. Digitalisation is becoming a determining factor for the development of
humanity, including higher education. Based on the international and domestic regulations’ and research
publications’ analysis, the author underlines that digitalisation derives from the evolution of network access
technologies, semiconductor technologies, software, and the effects of their cross-application. He concludes that
the main components of digitalisation are digital infrastructures, and the leading methods of communication
become the service patterns of interaction with users.
The pandemic shift to online teaching and learning has demonstrated the revolutionary impact of
digital technologies on higher education, and its implications will remain actual in the future. However, the
technological prospects are limited. The rapid spread of digital technologies during the COVID-19 pandemic
required significant efforts from higher education institutions, leading to further radical changes.
Based on international strategic documents, it is concluded that for higher education become essential the
following issues: transition to nonlinear learning paths and promoting openness; expanding higher education
beyond the current qualifications; supporting digitalization and reforming the education.
It is emphasised that digital technologies have increased and continue to expand access to higher
education, but the increase should be accompanied by attention to its quality assurance. The main challenge
for the higher education digitalisation process becomes overcoming the digital divide.
The author highlights that permanent update is one of the essential characteristics of digital technologies,
and the accelerated changes speed requires increased attention and quick correction of all processes. The need
for constant renewing the theory and methods of the educational process (in particular, at the university level)
results it.
