Management Competence of a Modern Head of a Police Department

The analysis of the modern scientific literature, which covers features of administrative activity of heads
of structural divisions of National police, is carried out. Based on the elaboration of normative documents, the
requirements for the heads of the police department are outlined. It is established that the managerial competence
of the head in the field of law enforcement is the willingness and ability to identify, accurately formulate, holistically
and deeply analyze the problems of the unit and find the most appropriate approaches to solve them the most
appropriate and effective for a given situation. The outlined structural formation presupposes that the head of the
department has acquired a set of general and special knowledge, skills, professionally important traits, experience
in management and motivation to increase the efficiency of the unit and the desire for continuous self-development
and self-improvement.
To effectively perform management activities, the head of the unit must have a number of general knowledges,
including: basics of forecasting, planning, programming, design of the unit; stages of control; criteria and
indicators of management efficiency, etc. Thanks to this knowledge, the manager develops diagnostic-prognostic,
organizational-regulatory, control-evaluation skills, which together with the culture of relationships and creative
potential contribute to the development of managerial competence.
A component of managerial competence of the leader is the presence of developed leadership qualities,
including self-confidence, independence, independence, initiative, authority, moderate ambition, charisma,
organization. Management experience ensures the rationality, cost-effectiveness, productivity, efficiency and
effectiveness of this activity. It is based on the already experienced, tested on a set of knowledge, skills, abilities
obtained in the process of practical management, and on the most rational ways and forms of management
activities.
